This is in preparation for the upcoming deadlines of Circular 08, which includes the requirement for network operators to block unverified subscribers when the deadline arrives.<\/p>\n<p class=\"Normal\"> Specifically, those in need will call the hotline 1800 8098 to speak with an operator and provide basic information such as their full name, phone number, and address. After receiving the information, local staff will proactively contact them and assist in completing the procedures.<\/p>\n<p class=\"Normal\"> &#8220;Without timely support, a segment of customers risks communication disruptions, directly impacting their daily lives and ability to connect with loved ones, especially in emergency situations,&#8221; a representative from the network provider said.<\/p>\n<p class=\"Normal\"> VinaPhone also stated that for elderly users, those who do not use smartphones, people in remote areas, border regions, islands, or groups requiring special assistance, the network will &#8220;coordinate with local police forces to organize direct verification at their place of residence.&#8221;<\/p>\n<p class=\"Normal\"> Currently, there are no statistics on the number of mobile subscribers in Vietnam who have not yet verified their information. According to Viettel, among customers who have not completed the procedures with the network provider, the elderly group accounts for more than 30%. They also face the most difficulties in the process due to health limitations, mobility issues, unfamiliarity with using smartphones, or lack of technological proficiency. Photo: <em>Giang Huy<\/em><\/p>\n<\/figcaption><\/figure>\n<p class=\"Normal\"> Circular 08, issued by the Ministry of Science and Technology on March 31st, aims to tighten the management of SIM cards not registered in the user&#8217;s name. The circular introduces two new points: allowing users to proactively verify their current phone number via the VNeID application (from April 15th); and requiring facial recognition verification when transferring a SIM card to a new device (from June 15th).<\/p>\n<p class=\"Normal\"> According to regulations, mobile network operators must ensure that mobile subscribers provide all four required information fields: personal identification number, full name, date of birth, and facial biometrics. This data must match the National Population Database of the Ministry of Public Security. Four verification methods are accepted: online via VNeID; through the network operator&#8217;s application; in person at the network operator&#8217;s service location; and at a location authorized by the network operator.<\/p>\n<p class=\"Normal\"> Regarding the process, the VNeID application will send notifications to users in batches, requesting confirmation of whether or not they are using the phone numbers registered under their names on all networks. If the user confirms they are not using the numbers, the phone number will be blocked for outgoing calls, and the current user will be asked to update their information accurately. With this method, subscribers who are registered in their own names and have already been verified in previous standardization rounds will not need to take any further action. Subscribers who are not registered in their own names will have their numbers blocked.<\/p>\n<p class=\"Normal\"> Additionally, individuals who are still using their registered information as a 9-digit ID card, other documents other than the Citizen Identification Card (CCCD), or who registered SIM cards on behalf of relatives, are advised to re-verify their information.
